This study investigates the impact of Export Credit Insurance (ECI) on the export performance of Chinese firms, focusing on the role of government-backed trade finance in alleviating financial constraints. Using unique firm-level data from SINOSURE, China Export & Credit Insurance Corporation, covering the period from 2001 to 2019, we address the endogeneity of ECI uptake by exploiting the first-come, first-served allocation policy used by SINOSURE. This policy creates exogenous variation in firms’ access to export credit insurance, enabling us to apply a quasi- natural experiment design. We utilize propensity score matching (PSM) and staggered difference-in-differences (DID) methods to compare firms that were granted ECI to those that were not. Our results show that firms receiving ECI support experience an average increase in export volume of 20% to 40%. Additionally, we find heterogeneous effects that exporters of larger size and those located in more financially constrained cities exhibit more export gains from ECI. This study contributes to the literature on trade finance by providing robust evidence on the causal impact of ECI, highlighting its role in overcoming market failures, and suggesting policy implications for enhancing export performance in developing economies.
