1. The Role of Mobility in Tax and Subsidy Competition

In this paper, we analyse the role of mobility in tax and subsidy competition. Our primary result is that increasing ‘relocation’ mobility of firms leads to increasing ‘net’ tax revenues under fairly weak conditions. While enhanced relocation mobility intensifies tax competition, it weakens subsidy competition. The resulting fall in the governments' subsidy payments overcompensates the decline in tax revenues, leading to a rise in net tax revenues. We derive this conclusion in a model in which two governments are first engaged in subsidy competition and thereafter in tax competition, and firms locate and potentially relocate in response to the two political choices.
2. Integration, Mobility, and Human Capital Formation

In this paper, we show that labour market integration can be a double-edged sword. In the presence of local human capital externalities and congestion effects, integration and the ensuing agglomeration of skilled labour can, but need not, cause a decline in human capital and wage income at the aggregate level and in each region. Whether integration and agglomeration is a ‘curse’ or a ‘blessing’ crucially hinges on labour mobility and the strength of congestion effects. With weak congestion effects, labour market integration will tend to be positive if mobility is high. By contrast, with strong congestion effects, integration will be rather beneficial at the aggregate level if mobility is low. Interestingly, agglomeration might foster wage income, although it depresses human capital formation.
3. The Political Economy of Regional Integration Projects at Borders where Poor and Rich Meet: The Role of Cross-Border Shopping and Community Sorting

At borders between poor and rich countries, huge service price differentials could be exploited to mutual benefit, offering better paid job opportunities to the poor as well as better shopping opportunities to the rich. However, cross-border shopping is often limited by the substantial transaction costs of crossing the border. Moreover, countries and regions frequently fail to cut these transaction costs even when they have the opportunity to do so. We provide a politico-economic analysis of cross-border integration projects. More specifically, we show how the political outcome depends on (i) intra-country mobility, (ii) decision making and housing ownership regimes, and (iii) federal grants and international border regulations. Our analysis builds on two key characteristics in which individuals differ: interregional mobility and intercultural ability.
